Eight-provider live council for AI coding agents
One AI can overfill the context, drift from the plan, or hallucinate with confidence. AI Council runs the same prompt through three frontier votes plus one equal REST bloc — then turns the result into a single decision packet and keeps Codex or Claude aligned to it.
The single-model problem
Long coding sessions make even strong models lose the thread. They carry stale assumptions, pad the context, and sound certain even when the plan is weak.

The live council
Codex, Claude and Gemini each cast a direct vote. Grok, Kimi, DeepSeek, Qwen and Mistral form the live REST bloc, a single equal fourth voice. Cohere is supported in code but intentionally unset in the current deployment.
What the agent receives
Codex 5.5, Claude Opus 4.7, and Gemini 3.1 Pro Preview each get a direct vote. The live REST providers combine into the REST bloc, equal to the fourth vote. Cohere can join that bloc when enabled.
Recommendation
Do not trust a single-model plan. Proceed only after the council agrees on the implementation path, risks, and verification checklist.
How it works
Install once. Claude Code uses global hooks; Codex uses project hooks across workspaces. No prompts to remember.
Planning, refactors, migrations, security work, and /council prompts are sent to the three primary voters plus the configured REST bloc.
The host agent receives a structured packet with recommendation, risks, disagreement, and a compliance checklist.
The Stop hook checks the final answer and forces a revision when the agent ignores required guidance.

Full Council fans out to the configured live providers, while Smart Council starts efficient and escalates only when the work is risky or the votes disagree.
