The single-model problem

The live council

Four votes. One verdict.

Codex, Claude and Gemini each cast a direct vote. Grok, Kimi, DeepSeek, Qwen and Mistral form the live REST bloc, a single equal fourth voice. Cohere is supported in code but intentionally unset in the current deployment.

What the agent receives

Three frontier votes, plus the rest as one equal fourth.

Codex 5.5, Claude Opus 4.7, and Gemini 3.1 Pro Preview each get a direct vote. The live REST providers combine into the REST bloc, equal to the fourth vote. Cohere can join that bloc when enabled.

Planning, refactors, migrations, security work, and /council prompts are sent to the three primary voters plus the configured REST bloc.

Trust boundary

Provider keys stay in the cloud. Raw prompts are not stored.

Client machines keep only an endpoint and a personal lc_... key. The cloud stores usage metadata for accounting and operations, never raw prompt or response bodies.
